Rail Anchors

I have seen rail anchors in various places and have wondered what their purpose is. They seem small compared to the size of rails and ties. Are they big enough to be of value? These relate to Newton's 3rd Law of Motion about actions and reactions.

This picture shows an anchor that was next to the end of a broken rail. The lower part of the rail had been broken for some time as the surface of the break had rusted. Another view of that break showed shiney metal at the rail head.
